Here, in Australia we do not have ID cards we use our drivers licence. For many years the drivers licence did not have a photo. In Switzerland it was normal to have an ID card. SWL has borders with Austria, Germany, Italy and France; the ID card was used when visiting these countries before the open borders.
A few years ago the Australian Government wanted to introduce ID cards, the people went up in arms and said NO.

Ottawa, Canada has a policy whereby dogs that are spayed or neutered, and have a microchip can pay a one time license fee of $15. Otherwise, you have to pay $30 a year per dog, if I am remembering right. And this is how zoos are managing their herds of similar looking animals.
We have had our new cat tagged.
Partly as a result of problems with our last cat who was old and people felt needed looking after. She was taken into someones house after loosing her collar with a metal disk tag on it, and then ended up at the local vet. It was a bit of a problem finding her, so the new one has an electronic tag.
